TOPIC:
“Department of Labor Crystalline Silica Rulemakings: An Industry Perspective”

SPEAKER: Mark Ellis

Abstract:
Crystalline silica is ubiquitous in the environment (it makes up about 12% of the Earth’s crust) and is present in a multitude of products and processes that we often take for granted. The Department of Labor has embarked on comprehensive new occupational health standards for crystalline silica . . . ongoing at OSHA and anticipated at MSHA. According to OSHA, its proposal could impact as many as 2.2 million workers and MSHA’s proposal could impact the entire domestic mining industry. SME DC Chapter Member Mark Ellis (President of the Industrial Minerals Association – North America) is active in the rulemakings and will offer an overview of the major elements of the DOL rulemakings, including general background, regulatory history, and principal regulatory issues.

“Richard W. Pascoe: A Cornish Superintendent in American Mining” SPEAKER: Mike Kaas

Abstract:
Richard W. Pascoe was a Cornishman. He learned his mining skills as a youth working in the copper mines of Cornwall where he became a Mine Captain at an early age. Like so many of his Cousin Jack brethren in the mid 1800’s, he immigrated to the United States in search of new opportunities for his mining expertise. He worked in anthracite coal, copper, zinc, lead, and iron mining. His semi-nomadic career took him first to Scotland and then to Pennsylvania, Ontario, and Michigan. When the Civil War started, he was mining lead in North Carolina. Unable to return north, he spent the war years in North Carolina and Virginia, including a stint as a conscript in the Confederate Navy. At the end of the war, he was reunited with his family in Pennsylvania and continued his career in zinc and later in iron mining. His story illustrates the important contributions of Cornish miners in the early years of the U. S. mining industry.

This presentation completes the trilogy of papers based on research concerning the Silver Hill Mine, the Friedensville Mines, and the career of Richard Pascoe.
